He’s not the slowest to it, out of all of the states- it’s not even based around age. Alaska’s been fully-settled since before his Statehood, going on a hundred years to his official sixty-four, and Florida’s still only one-for-three. He’s not even the only one with nothing Settled out of his three- though there’s only a handful of others as indecisive.
Three skins, three chances to blow everybody else out of the water.

He wasn’t always the most pleased whenever Houston brought them together for these little occasions, given how he was often the designated chef for it all and spent half of his time keeping that title- but all the same, San Antonio wouldn’t trust anyone else to do the job right. And it gave him time to be around the others without too many distractions, while still being a little more impartial than his usual cooking.
And, of course, there was the bonus of a very workable stovetop around the others.
