She arrives in Sandrock with a background in recovered media, a lifetime of cultural references that no longer apply, and the unsettling disadvantage of knowing exactly where she is and what is supposed to happen next.
She is not the Builder so she can't possibly be the hero, at least not in any way the story recognizes.
Instead, she survives by noticing patterns, asking the wrong questions, and slowly realizing that foreknowledge is not the same thing as control.
The problem is that Sandrock notices her back.

Willa had long accepted who she was. Her family loved her and so did her one brave friend. However, she also understood by how others outside her small circle treated her that she wasn’t to everyone’s taste. Especially the radically devote members of the Church of the Light faith. Even at Atara University, all her fellow builder classmates had let her know by their treatment of her that she’d be outcasted at any workshops she attempted to apply to. So, despite Willa’s peerless grades and awards for her many accomplishments thus far, her options were limited. Either be an independent workshop somewhere crazy, like The Peripheries, where a one woman large assemblies workshop like herself would be put to work in a harsh and thankless environment, or she could see if the folks in Sandrock, where guns weren’t prohibited and the Church of the Light branch there seemed looser in their standings, had thicker skin for a woman most folks described in the most unkind ways as a storybook dragon in need of slaying.
Never did she think her choice would change her life so vastly and so quickly.
Never did she think she’d have so many people who’d cherish her.
Never did she think love wasn’t truly out of her reach.

In all the Free Cities, Sandrock has the most unconventional laws. It's the perfect city for a builder with unconventional tastes.
A series of encounters taking place at various points along the main questline. AU where women are legally required to sexually submit, hence the dub/noncon tag. Also nobody under age 18 exists here.

The Builder is helpful, reliable, and quiet. She runs herself ragged for Sandrock, taking on more and more work. The town wouldn't know what to do if she left and she hasn't been there for a full year yet. She listens and works in silence.
Unsuur is used to being on the edge of the crowd. He's used to not being noticed and not being heard. He says he's not smart and that he just wants to do a good job. He watches and listens and keeps to himself.
But the new Builder notices him. And he might be the best person to help her be noticed.

After spending most of her adult life in Highwind, she was forced to run, taking only her skills, knowledge, and a trunk of tools with her. Luckily, she's not new at this Building gig, having been at it for a few years, and has amassed a small nest egg to help her get started in this dust bowl. She brings no expectations, but finds ambiguous loyalties and dark surprises around every sand-covered corner. Her past comes back to haunt her despite her attempt to escape it, and the only thing keeping her in the disaster-prone town is the love triangle that causes her as much grief as it does ecstasy.
[Marking this as semi-AU because a few characters are not mentioned/included in my version of events, although this does *mostly* follow main story timeline as well as use direct game dialogue as appropriate. However, one flyer changed her perspective. Sandrock needed a new Builder, and she was perfect for it. Packing her things and saying goodbye to her home as she knew it, she was off, a new adventure awaiting. Her spontaneous decision did not worry her; afterall, it was only a year and nothing big happens in little podunk town like Sandrock.
Soon she learns that there's more to the town and it's people; and that her job was more than just taking comissions and building things around town. But most of all, she learns that love can be right around the corner.
