Victor was having some fun tormenting the Avengers when none other than Tony Stark, a world wide known villian and Victor's rival (and secret crush, of course) shows up to poke some fun at him.
However, that fun turns into a minor argument between the two until Victor says the wrong thing. Tony, hurt and shocked, leaves before Victor can apologize for his thoughtless words.
Victor knows he's screwed up big time.

after the civil war fallout, tony stark hadn't been the same. his best friend was paralysed, and his girlfriend had left him a little while ago, and he wanted to die. his life was falling apart, and then he met an old college friend, tiberius stone, and he had something to live for.
and so, tony decided to rewrite the accords and bring the rogue avengers home, because even after everything, they were still his team. so he brought them back, let them live in the tower, and prayed things would start to look up.
but there was still animosity between the team, unspoken issues that tore them all apart, and tiberius wasn't as good of a boyfriend as everyone thought.

Summary
Howard stark had help create the super soldier Steve rogers hoping he would be an inspiration to the world.
However red skulls control over S.H.I.E.D had been too strong and with Kobik under his control he not only rewrite Steves entire past to control him and is able to use him to take over America as a HYDRA state.
Eventually Steve took over the HYDRA becoming the supreme commander feared by most.
After sending bucky to assassinate tony starks parents to not only control stark industries but also to finally own his long-time obsession Anthony stark. Forcefully marring the stark heir, he finally solidifies he rule over the country.
However as tony realises not all is as it seems with his now controlling, possessive husband. He works with Pepper potts, Bruce banner, Natasha Romanoff, clint barton and many others to free America from the rule of HYDRA.
While simultaneously trying and failing to not fall in love with his husband when he sees the small glimpses of the real Steve peak out of cold, cruel exterior of his captor.
