When something stops functioning correctly, we usually sort it out. After all, things that are useless and spaced out for us should not be here and take up space for something more useful, plus it will be possible to get some details after the Disassembly.
So why not start taking people apart? After all, they can give a bunch of "spare parts" that can help. Hospitals have a bunch of people waiting for parts, and it's now a Disassembly Required to get them.

Being told no when asked if he can be a quirkless hero had quite the impact on his mind. He became a shut in and his mind began to search for alternative solutions. He can't be a hero even all might says so, but what if I make heroes myself? What if I build some autonomous drones that could be heroes? With this mind set he began learning.

The world of heroes had utterly failed Izuku Midoriya. So why not give the world of villains a try? Afterall, it couldn’t be worse than what Bakugo and All Might had done to him. Working for the League, he thinks it's what he wants, but is it?
Despite being a villain, Midoriya still has a heart. But being a villain requires a person to be merciless and unfeeling. He pushes his moral limits further and further, to the point where he’s going against the very fiber of his being. Against the part of him that had once wanted to be a hero. How far is he willing to go?
It’s a good thing the world is filled with much more caring people than Midoriya realizes.
OR
Midoriya’s a villain but he’s still good deep down, so Class 1-A (specifically Uraraka, Bakugo, Shinso and All Might) try to save him.

And Katsuki, the quirkless boy who is determined to show everyone how strong he can be. When a chance encounter with All Might results in an offer the pair can't refuse they decide together they can change the course of history with two of the world's most powerful quirks.
That's assuming the two lunatics don't give All Might a heart attack before he even finishes training them for UA. Nobody said mentoring your brash loudmouth successor and the son of your greatest enemy would be easy.
