People loved to call him everything except his name.
He was The Borrower; the greatest, most magnificent supervillain in L'Manberg, who is running the whole city, hell-, the whole country amok with his glorious powers!
He was also the number eleven in the most wanted villains list.
Which needed to be updated, immediately.Or; Tommy is a villain in L'Manberg named The Borrower who can steal powers for a limited amount of time.
This is his journey through becoming the number one villain, finding himself a family, defeating a brainwashing egg and overthrowing a corrupt goverment for one of his acquaintances, while also running a popular waffle house at sixteen years old.

“What’re you doing?” Tommy blurts out after a couple seconds pass, frowning as Wilbur pulls out a couple sweaters from his closet.
“I’m accommodating to your needs,” Wilbur responds simply, as though it was something that didn’t even need a second thought. He crosses the room, turning the lamp off and exiting, closing the door behind him.
When Wilbur deposits the various sweaters into Tommy’s arms, he blinks, staring at him in bewilderment.
“You’re what?”

Summary
Okay, so maybe vigilantes were illegal heroes, but were they really so bad? Tommy didn't think so, but maybe that's because he, himself, was one. Even so, seemed like the top hero agency didn't quite agree with him. Great. As if life wasn't hard enough.
Or
TommyInnit is a vigilante while Wilbur, Technoblade, and Philza are the heroes supposed to take him down. Things don't go quite as planned.

Summary
Tommy doesn't remember much from his childhood other than he somehow ended up working for Puffy who offered him a place to stay. He met Tubbo sometime after and moved in with the hybrid, working during the day and kicking ass at night, even if some of the gadgets given to him were on the more questionable side of 'I know this is already illegal but this feels illegal'.
So of course a sleep-deprived man enters the cafe on a day Tommy happens to be at the counter.

“You good man?” Tommy questioned, not sure if the man in front of him was also on something else or just extremely exhausted.
“Yeah, sorry, just had a long night,” the man in question replied, whose eyes were brown and mixed with hints of swirling misty white, “can I get a latte with five shots of caffeine please?”
“What the fuck man, just do cocaine,” Tommy muttered in surprise, which the man managed to catch, a small smile forming on his face as he exhaled.

Summary
The small town of Manberg isn't home to much; it's almost got nothing going on. As it goes, it makes the perfect place for a top tier vampire hunter academy in the whole nation. A place to hide low, train the future protectors of the nation. The royal, the elite, the best of the best - they all reside in Manberg.
Tommy's never amounted to anything in his life. He don't know nobody (besides Tubbo). He spends his days sneaking meals and naps in unpredictable times and working to save up for his dream - tuition to school, to become a hunter.
He's content with it. He's long grown accustomed to the hunger pains and the cold nipping away at his fingertips. The feeling of being watched hardly phased him anymore.
He was content with it.
Until winter came, and everything promptly went to shit.

Taking a different route home, Tommy darted through unfamiliar streets and navigated through corners and roads he’d never been to before. He was close to his apartment though. He could see the tall block of apartments over the row of buildings in front of him.
He was drawn to an alleyway. Unremarkable, but dark. It turned the corner and went behind the post office. It was stupid, but he had a hunch. And he couldn’t squelch the bad feeling until he was sure there was nothing there.
There, in the middle of the alley, is a singular tooth. A premolar, if he paid enough attention in biology. It’s been dragged along the concrete, almost like a fucked up paintbrush. In clotted red, a phrase is spelled. His knees buckle and his jeans are soaked in crimson. ‘Blood for the Blood God’
Tommy runs.
or; Tommy just wants to work peacefully at Clementine's Cafe, but ends up involved in something way over his head involving a string of unexplained deaths too great to be coincidental.

Usually, only a brave few would make the treacherous journey to find the witch, and only if there were no other alternatives. More often than not, these attempts failed, and the adventurers would never return. Sometimes if the families of these poor souls were lucky—or unlucky, depending on how you looked at it—maybe they found an arm, or a leg stuck in the bushes near the edge of the treeline. That was the closest they’d ever get to finding a body.
Most of the time though, the dead were lost in the whispers of the wind between the leaves. Left to roam the dark forest as ghosts, trapped with the very same beasts that stole their lives.
Tommy was eight years old when the village voted for him to go into the woods and attempt the journey to the witch’s house.
