Due to the population imbalances an awful idea came to be. Shared with the elders and a desperate King Peppy in an attempt to control the alpha's. Most of who got out of the tunnels were children. Young children of all classes, the problem was the alpha category. They feared with how little alpha adults there were when they grew up no one would be able to reign them in ....
