The last thing Steve wants is to be at this gala, schmoozing influential people that Steve mostly despises. He knows the Avengers need the publicity and support after recent events, but ideally, they'd get it literally any other way than through an event like this.
So he's already not having the best evening. It's made even worse when his fuck buddy - who also happens to be on SHIELD's most wanted list - shows up at the event to assassinate one of their guests. Because of course he does. Even if Steve doesn't really want to, he'll use force to stop Bucky if necessary. Or he'll drop to his knees in the nearest bathroom to get his mouth on Bucky.
It really could go either way.
