Sure, Steve has a job to do, but what kind of hero would he be if he didn't take a detour to help a bro out (by springing said bro's dead-multiple-times brother out of Time Prison)? There is absolutely no way this detour will cause him to form any kind of emotional attachment to anyone involved.
