It is a truth universally acknowledged by anyone with any magical inclinations - that you did not fuck with the Endless. Not that anyone has seen them in centuries, with the exception of a few, but they are Not To Be Fucked With by every possible measure. It's a known fact - no matter the creature asking - be it fae, draconic, undead, or otherwise. To court the audience of an Endless is to court something far worse.
Hob never was the wisest dragon, and he freely admitted that.

"H-hob..." Dream tried to call out, but his voice pressed futilely against decades of silence, only a weak whisper.
The guard looked up from his phone. He took out one earbud. "You say something?"
Dream went still. Silent. And he fixed the man with his most vengeful glare yet (which was saying quite a lot, since if there was one mode of communication Dream had allowed Roderick Burgess and his cronies, it was a whole range of intimidating looks.)
The guard shivered and quickly looked back at his phone — not catching sight of the cracked glass.

Summary
Hob has been around death. Living in London throughout multiple plague outbreaks and fires, as well as making a living soldiering and dabbling in banditry, will do that to you. What he doesn't know is that Death has been around Hob as well. He has no idea that when his Stranger left him that night in 1389 after their first meeting, the woman who came up to him, laid a hand on his shoulder and said, “Good luck, friend,” was Death incarnate.
Hob doesn’t know that he is one of few things in this world that has been Touched by Death and lived. Had he known this, he might not have been as confused as he is when his body slams into the floor of a dim, candle-lit cellar and he finds himself surrounded by hooded figures and a gold circle on the floor. That is all he manages to perceive before everything goes blurry and consciousness slips away from him again.
Here in the Darkness.

Roderick Burgess' spell does not summon Death, but someone who has been touched by Death. Hob Gadling ends up in his cellar instead of Dream.
