Summary
Maysilee wakes up to find herself in the Capitol, and she's not sure what exactly she did so wrong as to end up in hell. Hell––this has to be––because she's wearing a fashion crime also known as a hospital gown, and she most certainly died.
But she's not dead anymore.
The 50th Hunger Games' Victor, Haymitch Abernathy, killed himself immediately upon winning. Desperate to rectify this blip, and unable to put the 1000 bits of Haymitch back together, the Gamemakers moved down the list of fallen tributes trying to resuscitate them one by one. Silka's brains were mush under Haymitch's axe. Lou Lou's brain was intact, but completely severed from the rest of her body. The rest of the tribute's bodies had long started to rot. Maysilee, despite the President's qualms with her murdering one of the Gamemakers, could be patched up with twelve stitches, a couple pints of donated blood, and some simple card-stacking of the Games' footage.

Then finally Caesar is calling her name, and Katniss steps forward to be baptised as a victor, her triumph bathed in Peeta’s blood. ]

The Second Rebellion erupts after destruction of the 76th Hunger Games arena and rescue of the tributes, but some of the victors and the rebel victors' families are in the Capitol's hands. Katniss, Haymitch, their fellow victors, and loved ones from home all struggle to make a difference in the chaos and pain of war and keep their eyes on the goal of true freedom and justice for the Districts. And even though it's been two years since Peeta suicided in the 74th arena to hand her the crown, Katniss still has him to lean on.
Chapter 4 Is Up! Katniss and the other victors watch helplessly as Snow turns the truth about Finnick's life in the Capitol into a weapon of torture. But Finnick has a few truths of his own in an arsenal ready to launch in return. Our heroes rage, grieve, and try to rally as our villain readies another salvo.
