Summary
In the spring of 1986, ten-year-old Harry Potter was taken by the Dursleys on a business trip to the Soviet Union, where Vernon was tasked with delivering specialized drill casings to the Chernobyl Nuclear Power Plant. Although the visit was supposed to be routine, they were allowed rare access to the plant’s interior due to a scheduled maintenance window at Reactor No. 3.
As they neared the heart of the reactor complex, Harry began to experience intense unease—visions, whispers, and sickness—particularly near the ominous Reactor No. 4, which had been shut down for testing. Unknown to them, an ancient, supernatural force had long been buried beneath the site, bound and dormant until disturbed by the reactor’s instability.
Early that morning, a sudden and massive explosion erupted from Reactor No. 4. A blast of energy, both radioactive and otherworldly, surged through the halls. Harry was struck directly by this force, and his body began to rapidly degrade—vomiting, convulsing, and overwhelmed by radiation poisoning.
The ancient entity beneath Chernobyl—awakened by the catastrophe—fused its essence with the radiation and the boy, reshaping him into a monstrous, glowing reptilian titan.

While exceptions exist, mainly in the form of people who are born with their quirks, manifestations after the age of 4 are extremely rare. Extremely rare, however, doesn't mean non-existent.
-0-0-0-Izuku manifests a quirk of technopathy, dies, returns as an AI, witnesses the death of his mother, and discovers that All Might is a horrible person. All this in just two days.
Now, trapped in a computer, the only way for Izuku to explore the outside world is through cameras and other means of technology.
He's not about to let this stop him though. Izuku is not someone to let opportunities pass. If he can't be a pro hero, he'll be another kind of hero.
It doesn't matter that people call him a Vigilante.
It doesn't matter that the HPSC call him a villain.------
