She officially betrayed both Thrawn and the Great Mothers - the only people she surely wouldn't betray. But her feelings spoke differently and told her it was the right choice. Thrawn sentenced Baylan to death and for what? There was no proof Skoll would feel any sympathies for the Jedi order. He committed no treason. Ahsoka Tano's survival was just a coincidence, not his mercy. But Thrawn pretended he didn't hear it which meant only one thing - he would find any reason to get rid of anyone who was a potential danger. Including herself.
