In an effort to protect everyone in L'Manburg, Tommy leaves the Dream SMP and returns to the only other place he can think of- his other home.
Or, an AU where almost everyone is a hybrid, Pogtopia never existed, Dream gets served, and the SBI are royalty from way, way down south.

Summary
The world is separated by luck. People born with abilities rise to the top of society and those who were born unlucky are left to fend for themselves. A 17-year-old boy gifted with wings begins a crusade against crime, attempting to protect those who are less fortunate. Tommy hates his gifts, leaving the wings tucked away and unused. Under the ruse of a normal person, he goes out as an illegal vigilante, risking life and limb to protect those who cannot protect themselves. His best friend is not exactly thrilled with this idea and the official heroes might have something to say about it as well.
What happens when Tommy meets a winged hero who has prospered working with the feathers on his back and not in spite of them? What will the famous SBI think of a young "normal" going out to fight crime?
When the SBI is tasked with capturing the very vigilante that they have grown fond of, what chaos will occur?

Dream shakes his head, laughing. “You can’t do that.” And as he walks forward to get closer, Phil points his sword right at Dream’s face.
“Yes, we can.” Phil responds, and Dream takes a step back when the edge of Phil’s sword pokes against his mask.

Tommy immediately began tuning out the conversation. His social worker was on the phone with some guy that he was told to not 'scare away'. He had planned to listen in to the conversation as much as he could since he got bored of scratching the paint off of the old as shit office chair. The blond boy was scraping his nails clean with a pen when the phone was suddenly in his face. He just blatantly dropped the pen on the floor before taking it, not listening to whatever Mariah was angrily whispering to him.

Summary
The Antarctic Empire is prosperous, some would even say it's the most successful country in existence. A military powerhouse, Economically stable, more than enough jobs to go around and overall good quality of life for everyone who lives there. Often the only thing people complain about and move away because of is the harsh winters and short summers.
Meanwhile, there's L'manberg, a mismatched Hodge-podge of a country, with proud citizens who fought tooth and nail to be able to make something out of the scraps of a country they have.
nobody ever really connected Prince William Soot Craft to the Charismatic President Wilbur Soot, or Prince Theseus Innit Craft to the boisterous Vice President Tommy Innit. Maybe it was because the Antarctic Empire was so far away from Esempe and L'manburg, either way, it doesn't really matter since Tommy and Wilbur would like to keep their relations to the Empire private thank you very much.
But when the elections roll around and the two brothers are exiled from their own country the two decide that maybe its time to return home.

Their whole life its just been Tommy and Tubbo against the world, especially the past 3 years theyve been in foster care. One day, some guy with a hero complex comes along with his blunt and quiet son and a scarily tall musician son and theyre all convinced they’re gonna be the boys’ new family. Phil’s fostered kids before, apparently both his sons used to be “problem kids” in the system before he adopted them. Clearly he has a good track record that Tommy and Tubbo can’t wait to break. They arent looking for a new family, they have each other. So what Phil’s giving them everything theyve ever wanted in a father, theyre just fine on their own.

Selectively mute Tubbo with a secret limp and his protective and explosively angry brother, Tommy get a new foster placement, Philza Craft. Phil certainly wasnt expecting all the trauma and secrets (who keeps a limp and their knowledge of sign language a secret??) that came with these two kids, but surprisingly, an old stab wound and an alleged attempted murder arent the weirdest things hes had to deal with. One of his kids came from a literal murder cult. Things certainly get a lot worse before they start getting better.
