After Tony's death Happy Hogan kickstarts the deceased geniuses' plan to leave the world in good hands...if Peter Parker and Harley Keener can be considered "good hands".
In other words, no one tells Harley that Peter is Spiderman, Harley becomes Iron Lad and everything becomes all sorts of complicated.
