Summary
Three years after the rebellion has ended President Odessa Paylor is called back to District Eight for the dedication ceremony of a new building in honor of Cecelia Whitlock, her friend and victor of District Eight, tragically lost during the Quarter Quell. Odessa is forced to face the past and the trauma that she has long repressed. It almost feels like Cecelia is haunting her, or maybe it's just her memories playing tricks on her now that she's facing the past again.
