Foggy jerks awake before the first ring finishes its trill. He's answered, phone pressed up against his ear, before the second starts. He knows three things right out the gate.
One, whoever this person is, they know Matt as the Devil. When Foggy came to terms with his best friend's night time activities, he got Matt a burner phone. There'd been too many late night panics when Matt wanted to talk through a case or ask about a recipe and Foggy thought he was calling on death's door. To be fair, that happened quite a bit too.
Two, this person is in the same shit Matt is. Matt wouldn't have given the phone to someone who wasn't a vigilante or at least in cahoots with one.
Three, something's wrong. Matt's always the one who calls and that's not Matt.
