Hecate sends Percy and Leo back in time, because there's a prophecy that places them both as guardians of the Boy Who Lived. The Second Wizarding War has already passed in his time, but the deaths caused by it provoked an imbalance that Fate had to fix by sending both heroes to the past.
It's a shame that Percy and Leo couldn't rest before being launched to save a world that doesn't even belong to them.
...
Basically, we're going to ignore any science related to time travel. Percy and Leo must go because they are the perfect heroes for the mission according to the Fates. Unfortunately, at the time Voldermort was defeated, 1998, neither of them had been born yet, so Hecate had to wait for them to grow up and become heroes before she could send them.

In this regard, James reckons that his first week of parenting a full-grown teenage adult bears an awful lot of resemblance to parenting a newborn baby. Maybe when they all wake up during when Zuko crashed the ship in Katara and Sokka’s village, where Toph wakes up in her bed, Aang feels the burning cold sensation once again, and Suki's original soul never moves into the new one, they will have enough time?

On his left, a boy with gray hair lays beside him, fast asleep. Ivan thinks surely even death could not be this cruel. Ivan swallows as he skims his fingers over the boy’s face.
“Till.” He says, too softly for anyone to hear.

This was inspired by a throwaway comment in Chapter Two of Post Owls where Hermione wished for a time turner to save the boys before Draco was marked. Somewhere along the way it turned into a time-travelling Theomione.
