Summary
Despite Zuko being Fire Lord, he isn't all powerful, he needs the support of his nation to rule after a time of war. Many acts of justice he wants to bring to the Fire Nation would make him appear power hungry and out to attack nobles who used to support his father. Zuko and Suki take justice into their own hands as The Blue Spirit and Suki in costume, and come home to Sokka who treats any and all (minor) injuries they receive while doing so.

In the aftermath of the siege of the North Pole, Prince Zuko winds up adrift and is "rescued" by the warriors of the Southern Water Tribe. Trapped on a wooden ship in the middle of the ocean, Zuko tries his hardest to stay in control of his bending and his temper with the Water Tribe crew that holds him captive. But when Chief Hakoda's efforts to wrangle the Fire Prince include tying the two of them together to keep an eye on him, Zuko's position on the ship and fight for control gets tangled, as the lines between warden and parental figure weave together and the two become attached in ways they never expected at the end of his rope.

Zuko is just trying to survive Boiling Rock prison. He didn't make it out on time on the Day of Black Sun and frankly, he's lucky to be alive. His escape attempts have proven futile and he doesn't have any allies to speak of here. His best bet is keeping his head down and trying to survive.
Sokka is just here to break his dad out. It's his fault his dad was captured and he needs to fix this. His plan is working well enough so far; he's made it here, he's disguised as a guard, no one suspects him, now he just has to find his dad and get out.
Blue eyes meet gold. A flash of recognition. Shit just got a whole lot more complicated.

“Good evening Uncle,” He starts, and hesitating for a beat, Zuko dips his head in greeting to Ozai, not meeting his eyes, “Good evening, f-father.”
He stumbles slightly on the word, because Zuko had recently stopped associating ‘father’ with Ozai and going back into that habit might actually kill him on the inside.
If Ozai minded the slip, he doesn’t mention it. In fact, he doesn’t pay Zuko much attention, and he’s all the more grateful for it.

[ He drinks the tea and tries not to look uncomfortable as Zhao moves closer and closer. He doesn't know how, but somehow every time he blinks the man is closer. He should say something, but what? He’s not actually doing anything wrong. (He should move closer; Zuko is his prince, and he should be hanging on his every word. It was perfectly reasonable.)
If uncle were here, objecting would earn a stern look and a proverb on the nature of politeness and being receptive to your conversation partners.
Zuko says nothing.
Zhao is next to him now. He rests a hand on Zuko's thigh.
He wants to say something, but his head feels like it’s stuffed with cotton and his tongue won't work properly. ]Wherever Zuko goes, Zhao always seems to be there, smirking & offering him tea. He doesn't want the tea-that-is-not-just-tea. But he can't explain why to his uncle, or tell him that the very thought of tea makes him want to scream (in rage, not fear, because princes don't feel fear).
