Summary
Bruce Wayne became a registered foster parent at the age of twenty when he decided to take in a newly orphaned Dick Grayson. The state of New Jersey and the city of Gotham decided to utilize that fact.
Over the years, Bruce has fostered dozens of children, though they were all kept out of the limelight for their own protection. Some he was able to keep in contact with after they moved on from his home. Others, he wasn't. But the ones he worried about the most were the two that should have been his but weren't, were taken away, instead.
It's been eleven years since Bruce last saw Jazz and Danny Fenton, and while he's grateful to know they're alive, he dearly wished he'd found them sooner.

"Fenton, you're going to Gotham," Sam Manson announced, crossing her arms.
Danny blinked, a blob ghost peeking out of his sleeve. "Good morning to you too, Sam. And no, I'm not. Gotham is creepy, wet, and full of guys who dress like bats."
"Too bad," Sam said, holding up two gold-embossed invitation cards. "My parents are forcing me to attend the Wayne Enterprises Charity Gala this weekend. And since I refuse to suffer through high-society small talk alone, you are coming as my date. Besides, you look like a zombie. You need a break from Amity Park."
Danny groveled, burying his face in his hands. The blob ghosts let out sympathetic chirps, patting his cheeks with their squishy bodies.

Danny Fenton has been practically living with his godfather Vlad ever since he came out as gay to his parents and they started actively ignoring him. That arrangement comes with a price however: being dragged to galas all over the country. While throwing half-hearted glares at Vlad, he notices a broad-shouldered teen watching him from across the room. The Joker’s grin faded instantly the moment Danny’s foot collided with his crotch, letting out a sharp, involuntary and ugly sound, before yelping again as Danny slammed his other foot into one of the Joker’s shoes.
The crowd went silent.
Just as the Joker’s grip loosened on Danny, he sent his elbow flying backwards, knocking the Joker in the ribs, sending him back. It gave Danny a chance to escape, and he quickly ran to stand behind Batman, Nightwing, and Robin, who all looked in various degrees of shock (Robin), morbid glee (Nightwing), and even a bit of surprise from the big bad Batman himself.
“Why—you—” The Joker managed out between sharp inhales of pain.
Danny turned, and Tim could see the smirk from the crowd. “Oh, I’m sorry. I thought you said you liked performance art.”

He is known by every crook and lowlife as Farshee, a Meta with a voice of gold with the uncanny ability to sense when the police or the vigilanties were near. He would stop mid performance and warn everyone in the audience if there was going to be a police raid or whatever gotham rouge or mob boss that told the club to hire him for the night that the vigilanties were coming. Farshee was good at his job and made a bunch of money doing what he does.
