Summary
My fics based around the same worldbuilding, but not in the same timeline of events - all featuring my hcs for a Quirkless community, mostly based around terms for different types of people, based on their Quirks, that the Quirkless of Japan use as code.

Upon his first appearance, Shouta would like to say the child didn’t startle him. He’d been in the main house, making tar to patch the roof when he heard it. It was very faint, a whisper in the wind that reminded him of his God's mindless humming, however, the more he strained to hear, the more it rang familiar. Someone was praying in the offering hall.
Suspicious and intrigued, he crossed the compound to the hall - shrouded in his obake form and invisible to the human eye. Thoughts of the torii having finally fallen came and went. That would explain why he didn’t sense anyone’s passage sooner, but when he laid eyes on the boy, he knew. There was no light within the small body goraged in a tattered, muddied kimono. There was no darkness, either. A human child with a mop of forest curls, bright viridian eyes, a galaxy of freckles, and without a soul.
OR: Aizawa serves an abandoned shrine and is intrigued by the shrine's only follower, a boy without a soul.

Aizawa refuses to let his Problem Child travel back in time alone, even to fix a future where All for One was the victor. They go back with a plan that's more of a list, spend a year technically missing, and become rather effective vigilantes that fix some rather serious problems. And then it's time to be found, which seems to primarily result in lots of support and many hugs. Neither Izuku or Aizawa complain very much.

When his quirk first appeared, Midoriya Izuku had learned that all men were not created equal. Some were born into this world lucky and others were born into it unlucky. He also learned that he was one of those born unlucky. It would be hard not to be, considering his quirk was a Jinx.
When the weight of his misfortune became too heavy to carry, Izuku was pushed over the edge. Only for another boy with a different "villain quirk" to pull him back over. Together, the both of them move forward trying to prove to the society that not everything painted in a black light is bad.
The real question is whether or not Izuku can prove that to himself first.
