Ikaris spends years tracking potential leads on the possibility of Bucky being alive which leads into tracking the Winter Soldier. Ikaris just never considered that finally finding Bucky would be in the middle of the Winter Soldier’s attack on “Captain” Rogers. (This was my original idea, the core idea, let's see how far into right field I ended up.)
