Looking a bit closer he can see Phil standing out on the balcony. So that's where he is. Maybe he just wanted to watch the fireworks alone. Techno can respect that.
So he’s confused as to why Phil sets his arms on the railing and lifts himself up as if he’s going to climb it. “What is he…?” he quietly questions, not even finishing his sentence as he watches Phil. What is he doing? Is he not worried that he might fall? Falling from this height might kill him-

“No need, I’ll be fine,” Techno responds. Before Phil can say anything else Techno is speaking again “You know you’re my best friend, right? You know I care about you, right?”
“Yeah, I know Techno. And I care about you too, which is why I need you to tell me where you are. For you the world, right? I kinda need to know where you are in the world for that.” Phil walks back outside and down the stairs towards the dog pen

All he knows is that the longer he keeps the conversation going, the longer they have before they die.
Being stuck in Malleus' time bubble, in an everlasting dream… for some, it feels like minutes. For Jamil, it feels like weeks. Dreams have an indefinite state about them, after all. It's not surprising that in an artificially created dream, you might find yourself in a nightmare- or a time loop. Jamil rages. Jamil writhes. And then, he begins to heal.
Or, one conversation, repeated endless times, brings Jamil a new understanding of his charge, and himself.
