Summary
From their creation, the three Laws of Reaperdom have been drilled into Phil’s head continuously.
Number one, a reaper’s job is to send souls into the afterlife, failure to do so will lead to immediate suspension of power and imprisonment for 1000 years in Pandora's vault. Should the council find out you attempted to hide your failure; you will be faced with execution.
Number two, reapers shall not interfere with the dealings of gods or mortals. You can interact with both only to the extent that you need to complete our work.
Number three, reapers' presence and role in this world must remain a complete secret. Should our information spread to mortals harsh consequences will come to both the recipient and dealer of said information.
By the end of Phil's work as a reaper, he had managed to break every single one of these rules.

“No, no-” Techno chokes out, heart slamming into his ribs. He’s going to die, he’s going to die here, he should’ve known, Phil was never human, he was never human at all-
“I should’ve told you earlier.” Phil smiles, kneeling down to Techno’s level. He’s not reaching out anymore, but he’s not leaving either. “Sorry again for the scare. That was a bit much, huh?”
Techno blinks. “What?”
Or
Phil is not quite human, but he’s still very much a dad, with two children he loves very much.
Techno gets adopted into the family.
He was not informed of this.
