If asked, you will never get any concrete idea of the relationship between the Dazai Osamu and the Nakahara Chuuya back when they are in the Port Mafia. Are they partners? Sure. Do they hate each other? Maybe, yes? no? Were they dating? or maybe just a fling between two teenagers? Just what is going on between the two? It's just too complicated for a normal person to know.
One thing for sure, their relationship resulted on something that even Mori didn't expect to be an outcome of their union.

Hesitantly, he slides his glasses on. There’s no immediate rush of information here in the agency headquarters; Ranpo knows all he needs to about this place because he’s investigated this building and everything in it many times before. Still, he fixes his gaze on Fukuzawa, attempting to scrutinize him in a way he hasn’t yet.
He imagines he tells Fukuzawa that he doesn’t want to be called boy—doesn’t want to be seen as one, doesn’t particularly even feel like he is one. The Fukuzawa in his mind furrows his eyebrows and asks Ranpo what he means, asks him to explain because, as usual, what is clear to Ranpo is not so easily understandable to him, and Ranpo—
—doesn’t have an explanation.
He never has, which is perhaps why no one has ever believed him when he’s admitted he doesn’t feel like he’s a boy.

Ranpo's shoulders were hunched and he was staring at his hands in his lap. He wasn’t meeting Fukuzawa’s, or anyone else’s, gaze.
“Is going to be forgiven because everyone deserves a second chance,” Fukuzawa quickly corrected. He had clearly been hasty before.
Or: Ranpo is Fukuzawa’s favorite. And everyone knows it. So they take advantage of that fact by bribing Ranpo (with food) to take the blame for things so Fukuzawa will forgive everyone
Or or: 3 times an ADA member passed the blame onto Ranpo and 1 time Fukuzawa found out.
