Since he was young Luffy knew three things. One, he was going to be the King of the Pirates. Two, his pirate crew would be the best pirate crew ever. And three, the world was stupid.
At sixteen Luffy knew a fourth thing and that was that he wasn't going to let the world tell him what he should do as an omega. He didn't care if several of the bandits wanted to sell him or if Dadan grumbled about him refusing to take his suppressants or if Gramps was all but ripping his hair out because Luffy wouldn't listen to him, he was going to do what he wanted and it wasn't going to be what the world thought he should do. He was going to be the King of the Pirates.
Or, Luffy is an omega in a world that hates omegas but he's not going to let that get in the way of his dream of being the King of the Pirates.

Keeping it a secret from the rest of his crew while traveling was hard, but he managed well enough with the support of his first mate. He didn't expect being DIFFERENT meant he was on the hit list for the World Government. And add to that, Luffy's devil fruit being sentient and ALSO on the hit list of the World Government, he seemed to be shackled to a fate long ago set in stone for him. That didn't mean he'd let it overrule his quest to become the Pirate King, regardless of all the many complications being a ghoul and a god brought along with it.

Leon squinted at the sudden brightness of the device, then froze when he comprehended what he was looking at. “That’s… not possible,” he said slowly, breathlessly, a shaking hand curling around the phone so he could examine it more closely. “It can’t be.”
“It’s not proof, but it’s damn close,” Carlos said, allowing Leon to clutch his phone like a lifeline and letting go of his jacket, finally convinced he wasn’t about to bolt. “So… you coming with me?"

Gaia can't be saved, Jenova's poison too far reaching and Sephiroth tied too closely to her Chosen One. Unable to break that bond, she chooses to steer into it. She completes their bond fully and sends Cloud back in time. This time, if one is killed, the other is halved. Cloud can work with that.
Sephiroth gains knowledge of this bond in vague dreams. A blonde warrior who is a sight to behold, but whose death would mean his own. If he is real, he must protect him at all costs.
Too bad nobody told Cloud what Sephiroth wants.
Or; that one time-travel fic where Cloud is just trying to save Gaia whilst avoiding Sephiroth until last. Sephiroth is just trying to find and protect the blonde warrior whose life is inexplicably tied to his own.
