Mat has no sexual desire when he's not in heat, and Kal is tired of waiting for it to happen naturally.
No real lead-up, this is just a pwp scene between two fae shifters (one is mostly shifted for the whole scene, the other is is in human form until the end.)

Summary
Rex and Mythra’s hail mary play after Amalthus’ heel-turn goes awry, setting off a series of meticulously-prepared dominoes that ends with Alrest and all of its Titans bending the knee to Imperial Indol.
Alas, the unforeseen complications of glutting on five hundred years worth of stockpiled core crystals indisposes the Praetor. The party of protagonists forms a rebellion and struggles against the theocratic empire's might for over a decade. This is not the story of that rebellion, but rather its fall, and how a recovered Amalthus proves to Alrest that he is the Architect's chosen son: not by taking Mythra or Pyra's hand in marriage, but that of Pneuma herself.
