Summary
Zuko doesn’t know how Azula's doctors already seem to understand what their childhoods were like, and how they seem so prepared to house and treat a dangerous firebender. He doesn’t know why they aren’t afraid of him or her, why they even agreed to come here. He doesn’t understand how Uncle even knew who to contact for help, and how he set everything up so quickly.
Uncle looks resigned, when he’s asked about it, which makes Zuko nervous.
“These were not quickly made arrangements,” he admits. “I spent a great deal of time when I was traveling with the White Lotus looking into how one could best help a war child who had been so indoctrinated and hurt. I wrote to quite a few people, and have been in contact with the doctors treating Azula for some time.”
Zuko stares back at Uncle in confusion.
“I don’t understand. You knew she would go mad?”
Uncle sighs. He puts his tea down on the table between them, and looks Zuko in the eye as he answers.
“No, Fire Lord Zuko. These arrangements were not made for her. They were made for you.”

Couldn't stop thinking about how Iroh must have been planning on having to "deal with" Zuko after the war.

Nobody told Emma Swan happy endings were easy, but nobody told her they were this hard either. Her life has become one uphill battle against whatever Storybrooke throws at her, and one of these days it might not end happily. Still, she saved Graham (the roommate who she cares about more than she should) from Regina that night in the cemetery, which was a start.
And, Henry Mills doesn’t know a lot, but he believes and in his books that’s much more powerful. He believes in fairy tales and in saviours slaying dragons. He believes in the sense of belonging he feels when his mother ruffles his hair or Graham kneels dawn to look him in the eyes. It is easy for Henry to believe in their happy ending, because it is all he’s done since he tracked down Emma in Boston.

It's like that for years, and Emma gets used to watching Captain Killian Jones in his element on land, idly wondering what he must be like when at sea. They speak to each other, enough to know names and to be comfortable in conversation, but he's rarely around long enough for her to truly know him, his mistress of the sea always calling him home.
And yet he always returns to Emma.
