After stopping Roman Torchwick from robbing a dust shop, Ruby Rose was interrogated, given a pat on the back, a slap on the wrist, and sent home. There was no early entrance into Beacon.
A month later, rumours of a mysterious vigilante spread in Vale, sending the underworld into chaos and leaving the Vale Police Department scratching their heads as to who's under the mask.
These two events are definitely unrelated.
(Or: Ruby gets a new hobby while waiting for her seventeenth birthday, Vale gets a new vigilante/cryptid, and both sides of the Salem-Ozpin war get a new headache. Really, it would have been easier to send Ruby to Beacon early.)

Summary
Having chosen to go into the police force as a cover for their criminal activities, Torchwick and Neo are beloved by all but one, Vale's ace huntress Summer Rose, who knows they're crooked but can't yet prove it. Needing to get rid of the silver-eyed warrior, the duo are handed a secret weapon when an old associate from Mistral sends them her nephew for criminal training. A nephew with a useful semblance for planting incriminating evidence on innocent huntresses.
Summer is framed for the same crimes she'd attributed to Roman for years, the veteran huntress horrified when her daughter Ruby walks in on her arrest and finds herself in handcuffs as well. Now, Torchwick has a plan to make sure mother and daughter are convicted, one that will doom the Rose women to spend the rest of their lives behind bars.
