Tim being biologically Dick's younger brother doesn't usually matter all that much - they were brothers before they found out about their connection. It doesn't matter except for when Dick talks about the circus and John and Mary and everything that came before.
When you add in a drunk Dick who feels safe enough to go down memory lane without the guilt and the grief crushing him, you get a whole lot of feels from Tim about what it was like to be raised alongside Dick Grayson and what it might've been like to grow up with him.

One night as he’s out in Gotham, stalking the rooftops and prowling through the alleyways, handing out money and food to the homeless, one of the brave street kids asks. “What’s your name?”
He hesitates so long that the kid finally says. “You don’t have to tell me, I was just curious.”
“Alvin.” It slips out of his mouth before he can think too hard about it. “My name is Alvin.”
He’s not certain why he says it, perhaps the name Alvin was on his mind after Spencer saw the movie with the chipmunks, odd since Simon was his favorite character.
But whatever the reason, it’s freeing. Not having to put himself in the box that is Spencer or Tim, Alvin can be him, all of him.
Or, Tim and Spencer is one person living in two universes

“You don’t have to answer that.” She shoves a paper against his chest. “This says that you did. Probably. Although, knowing science these days, who knows.”
He looks at that paper, and she starts rummaging through his kitchen. The paper is the results of a DNA paternity test, one that says there is a 99.8 percent chance that Spencer Reid is the biological parent of one Stephanie Eggplant Purple Smith.

The kid is hurt and obviously homeless so he does the most logical thing in that situation and takes him home with him.
Now all he has to do is avoid letting Billy get involved in his night life like the others did, and protect him no matter what. Will Billy be able to adapt to his new family? Or will he end running away like all the previous times?
Or: Bruce Wayne adopts Billy Batson, none of them know about the other's secret identity and Billy and the Waynes help each other deal with trauma!

He can tell, the pain sinking into his bones as he woke in the worn down firehouse with water ruined wooden floors and dirt covered brick walls.
The first thing he could feel was pain shooting through every nerve like lightening, even if he isn't affected by lightening anymore.
