Summary
It's well known that currently, 80% of the world population has a quirk by now, leaving the remaining 20% quirkless. Class 1-A was surprised by the announcement Aizawa-sensei was giving to them for two reasons:
One, there's going to be an exchange student into the Hero Course, which is very weird considering that U.A. doesn't accept exchange students of any kind; and two, this person is from Amestris: the isolated, militarized country where 99% of the population is quirkless.

Summary
Bakugou Katsuki is an odd child, quiet and unassuming at first glance. One wouldn't think he'd have the makings of a hero. The people who actually know him say otherwise.
His parents will say he collects a lot of odd things, likes to make too many unnecessary explosions (quirk or not), and can be so quiet that people won't know he's there. His childhood friend will say he's a little weird, switches from polite speech to swears-a-lot at the drop of a hat, and has the habit of giving things away as much as he collects them. His classmates and teachers in U.A will say he's too nosy for his own good, rummages through all the pots in the campus way too much, and is often unfazed by anything thrown his way. No matter how bizarre it may be.
Regardless, they all think he'll be a great hero.

No one noticed when Izuku manifested his quirk. Not at first.
A week later and people began to take notice. After a statistically improbable week without a single death, people took notice. After deadly wounds were shrugged off like nothing, people took notice. Time passed and still no one could die. When the city of Musutafu became engulfed in the phenomenon dubbed 'The Zone', people were wary. No one could uncover what caused The Zone. It was an unknown, some claimed. It went against the laws of the world, some claimed. It was profitable, others claimed.
Humans adapt. It's what they do. When faced with the bizarre, humanity adapts. The strange becomes mundane.
The rest of the world looks on in horror.
Izuku's quirk emits a massive no-kill zone around him. This has consequences.

Summary
"Be realistic."
Izuku never went to UA and instead worked hard to become a paramedic hoping that would be enough to fulfill the need to help people. It helps but isn't enough. He inevitably falls into the role of a vigilante and Izuku finds himself trying to balance between his two lives.
Life get more chaotic when there is a surge in the use of a dangerous drug. The drive to do more starts to push harder as Izuku uses his alter ego to investigate the mysterious Trigger and try to put a stop to it. Things only get more complicated as Izuku starts working alongside heroes who he has looked up to for years.

Even working as a paramedic Izuku still has a massive hero complex. He tries to take out the creators of Trigger. What could go wrong?
