Sarge never leaves a man behind, and he won't leave this soldier to be tortured, even if it means breaking the rules.

The Soldier knew protocol. A failed mission meant punishment, then the Chair, then cryo. He had to go collect punishment, to ensure proper function on the next mission. It would be a risk, going back to the Vault. Insight had been compromised, communication was down. The Soldier did not know if the Vault was safe. The head hurt. He had been out of cryo too long. The words of the Captain on the helicarrier had damaged the neurological function. He would need the Chair to return to working condition. The Chair was in the Vault.

Brock Rumlow blinked, caught off guard from where he was standing in the middle of Steve’s doorway. He was looking at Bucky like he was seeing a ghost.
Steve was oblivious. “Bucky, this is Brock. He works with me at SHIELD. Brock… I assume you know who he is.”
Bucky grinned sharklike from his place at the kitchen table. He even went as far as to wave his metal fingers at Brock. He hoped the violence playing out in his mind wasn’t as visible to Steve as it was to Brock.
“You’re… Bucky Barnes.”

Much later Brock Rumlow sat in his chair in his crappy SHIELD apartment and wanted to scream.
Steve Rogers introducing them to each other, what a laugh. As if Brock didn’t know.
He was hit with a thought. Steve Rogers didn’t know who was in his apartment. Cause that certainly was not his old pal, his buddy, his Bucky.
That was the Winter Soldier playing house.

He hardly believed it was real metal at first, maybe some kind of weird paint job, but no. The symmetry with the right arm was exact, and a thousand more questions popped into his head-
"Well what?" Pepper asked a few steps back and Tony froze. Well, 'froze' seemed like such a strong word as he leaned over a man literally encased in ice but language was a funny thing."
Or: Due to the most bizarre clerical error ever, Tony Stark ends up buying the Winter Soldier. Of course he doesn't ask for a refund on something so interesting as a metal-armed cyborg, especially not when it starts spouting off about enforcing the will of the supposedly long-dead supernazis his dad helped defeat in WWII. Things only get more complicated when Captain America is thawed out but Tony's always been good with complicated.

Steve wakes up, and nothing is as he remembers, and yet it’s familiar, because it’s late fall in 1943. He’s right in the middle of the war again, except this is not his war.
Bucky comes out of cryostasis in Wakanda, and immediately knows something has gone horribly wrong.
