Summary
In the year 2082, thirty Sorcerers who called themselves “The Pure” took over England in a violent coup, established a magical supremacy, and ruled until Uther Pendragon and his underground forces defeated them. Uther became dictator, taking charge of the country in its State of Emergency. All sorcerers tied to The Pure were publicly executed. Sorcery was declared illegal. Uther's peacekeeping Patronus force crushes rebellions. All who are suspected of practicing magic disappear or are executed. England grows increasingly restless under Uther Pendragon. Laws on sorcery have begun to change in other countries, and civil unrest stirs again in England herself.
In this changing political landscape, Uther Pendragon’s son Arthur finds himself at University, caught between his father’s expectations and his own growing unease about his father’s policies and persecution of magic. His friend and classmate from childhood, Merlin Astur, has kept his secret as long as he's been alive. Of course, no one had ever heard of the Winter Soldier. Or Captain America. It was stupid, when he thought about it. Utterly ridiculous: the idea of a fully articulating metal prosthetic that worked like a normal arm. The idea of a super soldier, or of a serum to cure all ills, even asthma and scoliosis.
“If there were a Captain America, it wouldn’t be me.” Steve lifted his shoulders, his focus on the buttons he was doing up on Bucky’s new shirt. He finished by rolling up Bucky’s left sleeve and pinning it. But it would be. Bucky huffed a little disbelieving sound. It certainly wouldn’t be anyone else. He couldn’t think of anyone who deserved health, strength, and a long life more. One hand rested on Bucky’s left shoulder above the stub that remained—and squeezed. “You ready?” Steve turned Bucky a little, and Bucky’s eyes flitted past him to the cracked mirror mounted on the wall of the little apartment, where his gaunt and tired reflection stared back at him.
"I suppose..." If anyone was looking to hire a one-armed ghost...

When Petunia Dursley refused to take Harry in she forfeited his birthright protection, so Dumbledore took the baby to the safest place he knew: Hogwarts.
The applicable staff (mostly just… not Snape) took Harry in on a rotating schedule as he grew from baby to toddler to child. They traded extra credit for babysitting among the older students, and Harry grew up knowing a few dozen different laps that were safe and warm to nap in.
This was a Harry who grew up among books, among old transient walls and learned professors. They gave Binns night duty sometimes, and let him talk young Harry to sleep. This was a Harry whose world changed, on principle, daily. The stairs moved. The walls became doors. You had to keep your eyes open–you had to pay attention. So he did.
He grew up in a school. Knowledge was power, but knowledge was also joy. This was his sanctuary. There was magic in his world from birth.
