When Merlin's magic is exposed shortly before season 2 starts, the path of destiny starts changing forever. Now on the run with Arthur, Morgana, and Gwen. Merlin hopes to convince Arthur that magic is totally good instead of him and Morgana just being an exception. Morgana, meanwhile, hopes to convince him to usurp his father. As allies are gathered and Arthur realizes the injustice in his kingdom, it looks more and more like he will have to act in a drastic way. A way he dreads.
Meanwhile, Arthur and Merlin are growing closer and closer and might just have feelings for each other. Something they probably should be better about realizing, considering the example of Gwen and Morgana right next to them.

As a child, Arthur didn’t know why he was kept away from the courtyard.
Or why it so often smelt… like that.
Until one morning, Sir Kay guided him to the balcony he’d only been allowed on sometimes. Only sometimes, because it looks over the courtyard.
His father was waiting for him, holding an arm out to beckon him closer. Arthur rushed in, latching himself onto his father’s side as it was so rarely permitted.
There was a crowd below him; he had never seen so many people in one place.
There was a pile of wood.
He remembers little outside of the way his eyes burned, how he at last understood that smell. He remembers forcing down his supper that night and emptying his stomach in the corridor before he could even reach his room.
Now he remembers it all.
He can’t feel the bruising stones under his knees, hardly tastes the leftover bile coating his mouth.
All he knows is the all-consuming realization that his greatest fear and anguish still holds the throne, even in his heart.

Honestly, Merlin had thought telling Arthur about his magic, and revoking the old laws would be the biggest obstacles to creating Albion. Really that had all been the easy part. After a few teary, but heartfelt conversations Merlin was installed as the new Court Sorcerer and together they set out to unite all the lands in peace.
Apparently the biggest setback was proving to be their marriage status or lack-there-of. Who knew so many people cared about whether a king or wizard had a spouse?
