Eddie was having a hard enough time live back in his trailer where he watched Chrissy die before Wayne died of a heart attack. Staying there without him is nearly impossible. Eddie isn't expecting anything when he vents to Steve about how hard it is sleeping there, but he isn't going to say no when Steve offers for him to move into the basement of his house.
Steve asks Eddie to move in because he knows hard it can be sleeping and being alone in your home after finding out that monsters are real. But he also asks him because his parents are almost never around and he's lonely and maybe it would be nice not always coming home to an empty house.
