Assets were not built to make their own decisions. Secretary Pierce had been quite clear on that point, and the Commander was too. Sometimes, when the asset answered to that other name, he could pretend (convincingly) that he thought like Steve, and Steve’s friends: he wasn’t an asset at all, but a person, and was therefore allowed and even encouraged to make his own decisions. But it wasn’t the truth. It would never be the truth.

Being alone isn't something new to Tony Stark - it's been a major life theme, really. But there'd always been someone, even if he'd taken them for granted before losing them. There'd always been someone, or in the past several years there'd always been JARVIS. Then Ultron happened and J was... it was Tony's fault, he knew that. Rhodey is with the Avengers who are not with Tony, and he and Pepper have been over longer than anyone else knew, and he was alone. Alone and stuck like never before, drifting through the tower he'd wanted to make a home.
When Steve comes back - in a very unexpected, dramatic fashion - Tony thinks it might be nice to not be alone for just a little while. But Steve's not himself, and no one else on his former team wants to admit it, which is... it's fine. He can handle this without them. Because it's definitely Steve Rogers in his home, looking all small and adorable, stirring up all kinds of feelings that Tony can totally handle by ignoring them altogether. It's only Steven Grant Rogers, dammit, even if Steve doesn't think so and... wait.
Multiverse. Right.
God, he doesn't have the energy for this.

The Winter Soldier was created to take the pain of the HYDRA's torture. He wasn't meant to stick around after James goes free, but he does.
Winter, though, wants to learn. James told him that killing people was a wrong, but why? He told him that he was a monster, but how? What made him bad? Why was he evil if he protected James? If he took the pain from The Chair, if he took over so that James didn't have to kill people?
At this point, Winter is more afraid of James - is more hurt by James - than James is of him. Winter is trying to learn, trying to grow, but he doesn't stand a chance when he's stuck in James' body. When he's stuck around people who can't stand him, people who think he'd go out and kill babies or worse if he was ever to go free.
One morning, Bucky gets a surprise visit from one Stephen Strange with an offer to separate their mind, Bucky was on board. He wanted Winter to just go away and leave him alone as he tried to get back to a normal life with Stevie. But then he, Winter, gets his own body, is picked up by Tony Stark, and protected by the entirety of the rest of the compound, three of the four residential wings. So what now?
