The last part is very much directed at Megumi, who is very much not happy to have her.
Even if he wanted to — which he doesn't — it wouldn't be an option logistically. Their house is the furthest thing from child proofed. They don't have a guest room set up. They don't have clothes for her. They don't even have an extra tooth brush. They simply cannot responsibly house a child.
But more damning than any logic — than any of his astute understanding of responsibility — is the fact that Megumi is stupid and hopelessly in love with his husband and probably indulges him more than he should.
