Summary
Batman had faced many enemies, not always necessarily reachable, such as the great mafia families of Gotham. Cutting off a head did not mean killing the Hydra. He had also dealt with psychopathic killers, such as Zsasz or Professor Pyg. Lost souls, blinded by rage, like Killer Croc or Poison Ivy. Or even great troublemakers, such as the Joker or the Mad Hatter. Not necessarily evil, but still dangerous for others and themselves.
But this was unprecedented, new, and in the worst way. He could only watch helplessly as his friend Harvey was taken into the van that would take him to Arkham. And Batman knew he was not at the end of his troubles, soon encountering others souls, lost and enraged by the world, like Riddler or Scarecrow.Series
