Hawks had only one weakness; his little brother, Crow. And that's how the HPSC liked it. Threaten Hawks, and Crow would obey. Threaten Crow, and Hawks would obey. It was a flawless system, really, even when they decided to send Crow to UA to report back all the secrets Nezu was trying to hide.
Izuku has to learn how to be a normal teenager, all while reporting back to the HPSC about people who consider him a friend. He can handle this, right? He's taken worse missions before.

Due to an unfortunate side effect of the quirk, Midoriya breaks out into a horrible fever whenever they’re separated for too long, so Todoroki accepts the responsibility of caring for him until the quirk wears off.
