Hawks saw this assignment for what it was: An opportunity. He’s been going around in circles trying to find a way to escape, and everything leads to the same thing: recalibration training at best, and a slow death at the hands of the commission at worst. They are not expecting him to survive, he just needs to play that to his favor. He has never given the Commission a reason to doubt his loyalties, he can’t afford to unless he knows he’ll come out on the other side. So until then, he'll keep pretending everything is fine, that the food he eats doesn't taste like saw dust, that everything isn't dull around him and that he isn't so achingly lonely that he would do just about anything to feel like he belonged.Series

Summary
Evan “Buck” Buckley was not an honest person as much as he would like to be or even was trying to be in his own way. His dishonesty wasn’t malicious in the slightest though. He had his reasons, of course, but his entire identity was built on a shaky Jenga tower of lies. As much as he built it up, one by one the blocks were still removed over the years making the tower less and less stable.
Buck joined the 118 fresh out of the Navy and braced himself for all the questions that were about to come his way which he did not want to answer. Then, like a gift from above, somehow and shockingly, no one had read his resume, and he found he could start all over again, be a new person, someone completely different or maybe who he was supposed to be all along.

“You’re been making dumb faces this whole time. I can practically hear the judgment rolling off of you.” Bill scolded, “There’s some funny stuff in here, if you get over yourself and... well, parse through the bullshit.” Eddie laughed once, loud and unbelieving.
“Bill, unclench. Eddie’s allowed to not love Richie as much as you do,” Audra said calmly, through a mouthful of Doritos, “I mean, the guy did just make a joke about dick-hole vaping.”

The look that he gets is full of mock-sympathy.
“I’ll call for a car,” she offers, not even bothering to wait for his reply before her heels start clicking across the polished floor. Hawks isn’t sure that he could give one right now, his voice still trapped somewhere in his chest, which feels too tight, so tight that he’s surprised that he can even breathe because they had grounded him and birds are meant to fly-
The commission, displeased with his reliance on them, had taken his flight feathers, cut off the tips, and grounded him both literally and figuratively. He can’t fly like he’s meant to, like he always has. Instead, his wings are two useless, feathery lumps on his back, weighing him down as he blankly waits for a car to take him home for the first time since he’d moved into his own place. His wings flap, as if insisting that they could hold him long enough, that he doesn’t need a car to get home.
Hawks ignores them as he watches the commission’s car pull up in front of him.
Or: Hawks is grounded (ha) and Dabi just has to show up to be a little bitchy but also helpful because that's just who he is

The scene that fades onto the screen next is a ceiling shot of the whole party, mirroring their exact positions in real time, everyone but Steve is frozen. Steven looks from right to left and back again, exhaling slowly. The ringing of a phone cuts through the air and his head snaps towards it. His face is unsure. He stands up and slowly makes his way over to the phone, makes several aborted movements to pick it up before taking it off the hook and hesitantly holding it to his ear, someone breathes on the other side and the line crackles with it, after a few seconds a harsh voice grates out of the phone,
[Grabber]: “When were you going to tell them, Finney?”
[Steve]: “I wasn’t.”
The person on the other line giggles which turns into a manic laugh, the laughter, the ringing, the static, they all get louder and louder until the room starts to shake violently and then all at once the line clicks dead and it’s silent. Steve stares hollowly at the phone before hanging it up. The screen goes black.
