When the Joint Training exercise happened, when Izuku has been sent into a rage against Monoma, he unlocked the ability to use the quirks of the Past Users. And it was like a barrier had been broken, now the Vestiges can appear outside of the dreamscape and Izuku can properly talk to them.
Then Denki Kaminari ordered ghost detecting equipment.
