Doctor Julian Subatoi Bashir, Lieutenant, shouldn’t have been in charge of the Federation Relief Effort. But here he was: briefing volunteers, dispensing energy credits, arranging marriages, and trying to meet up with Garak for a literary flirtation over a private meal. (There was no such thing as a private meal with Garak but Julian was getting used to the security drones and the paparazzi.)
He had everything under control - for most definitions of control - when Admiral Jellico arrived to relieve him. And while Jellico’s leadership style might not have been a great fit for the relief effort, it was 100% what Julian needed to enact an over-the-top bid to get his lizard.
Or: the the one where...
Julian accidentally encouraged a generation to take up recreational swimming, forced a planet-wide revision of the public decency laws, and then made it up to Garak by recreating the most famous scene from the Cardassian Union’s most pirated porn as a public declaration of love.

"Captain Sisko wanted to see me," Garak said—which was so conspicuous a refusal to answer the question Julian had asked that it almost didn't qualify as an evasion. He pulled out the chair opposite Julian, and sat.
"Captain Sisko? Why?"
"Well, apparently," Garak said, "Cardassia has lodged a formal request with the Federation for my extradition."
(Or: Garak has a problem. Julian marries him to fix it. Except that means Julian also has a problem, albeit of a very different kind.)

Julian is kicked out of Starfleet as Section 31's revenge, while Garak leaves Cardassia for reasons known only to himself but undoubtedly related to sacrifice for the good of the state. They both start over on a remote Federation moon, Vadari VII.

Summary
After a medical conference, Julian returns to his home on Cardassia Prime to find a mysterious message waiting for him. One of the planet's most popular novelists reached out to ask for his help ... and is now lying unconscious in a hospital bed.
Julian is not the sort of man to let a plea for help from a damsel in distress go unanswered, or a medical mystery go unsolved.
And Garak is not the sort of man to let his spouse go running off into danger alone.
Their search for answers will take them to a distant planet, where they'll search for clues among legends, ghost stories, and tales told in the aftermath of a revolution. And the stakes are higher than they could ever have imagined.

For a moment, Garak’s heart leapt. He imagined a tall, thin figure emerging, perhaps dressed in Starfleet Medical gray and blue, or perhaps wearing civilian clothing. He imagined him saying, I got your letter, and I couldn’t stay away any longer. Did you mean what you said?
The door opened. The figure that emerged was short and clad in the red of the Bajoran militia, with a bag slung across her shoulder.
“Colonel Kira,” Garak said. “This is an unexpected surprise. To what do I owe the pleasure?”
Kira didn’t return his smile. “We need to talk, Garak. It’s about Julian.”

After the war, Section 31 comes after Julian. Someone really should have alerted Garak sooner, but now that he knows, he's not letting him go without a fight. Neither is Miles, Kira, or Jake, for that matter.
