If two soulmates were the only tributes left alive within the arena then they would be granted a pardon. Two victors could be crowned for that year.

    Cato enters the arena with his soulmate, watches her die, and finds another one before the games end.

    Katniss finds her boy with the bread only to lose him at the last second. She then finds something just as good.

    It takes them a while to see the beauty of being soulmates.
