Merlin didn't mean to become the Spymaster of Camelot, honest.
It just kinda…happened.
It's not Merlin's fault that when the Purge happened, the previous Spymaster was a known (but not very powerful) sorcerer, and was also young enough to have not yet taken on and trained a successor. In all the chaos, Uther had had to be much less discerning about choosing the man's replacement, and his focus was, and continues to be, locating ‘evil sorcerers’ rather than literally anything else.
In the end, Merlin was the perfect storm of charisma, power, knowledge, connections, and skill.

Leon pursed his lips. “Well, how long will you be willing to offer your services?” he asked.
“You seriously can’t be considering it,” Percival said incredulously.
“Why not?” Merlin argued. “I’m happy to be Leon’s temporary servant. Although,” he turned to him, “just pretend it’s a permanent thing to Arthur.”

Arthur smiled very faintly. He gave no reply, a testament even beyond his appearance to how weary he was. His eyes were bloodshot and lined by heavy bags, the lids sagging. He still wore armor, dented and grimy, and his chainmail was ripped. Over his right knee, his breeches were torn, and beyond the hanging cloth, Merlin could catch a glimpse of a crusty gash.
“Come on,” he said, moving the last step or so to grab Arthur by his shoulder and steer him toward the changing screen. “A bath and some food will do you some good.”
i.e. Soft hurt/comfort after a nasty battle.
