The guilt he still felt from his days under HYDRA’s control bore down on him now more than ever, so to face Tony's family, well, it would take just about as much strength as Bucky had left.
He struggles with his decision to go until he sees Pepper's soft smile and hears her whisper as she hugs him, "We're glad you finally came. He forgave you, you know that right?"
