Bruce is still reeling from the revelation that his son has been resurrected. But Jason's miraculous return and the fact that he's family doesn't change the trail of bodies that are left in his wake. It breaks Bruce's heart, seeing what his sweet son has become. With all normal methods of incarceration out of the question, Jason must still be dealt with. Justice must be served.
And Jason can serve that Justice.

Jason Todd is 12 when he steals the tires off the Batmobile and gets away with it. He's 12 years old with rotten luck, because the buyer happens to be one of Sionis' crew—and Roman himself says he has no plans of letting such potential go to waste.
Jason Sionis is 13 when he finally realizes that what it actually means is that Roman is never letting him go at all. He's 14 when Roman first touches him, and 15 when other men get permission to do it, too. He's 16 when he stops fighting back.
Angry and spiteful and bruised and bloodied, Jason is 18 years old when he meets Slade Wilson.

“You know everyone likes to say I’m the dramatic one, but I don’t think they hold a torch to you, Richard .” Jason said, rolling his eyes as he pulled the window shut. He was dressed in jeans, a t-shirt and his non-armoured leather jacket, with no obvious weapons, which suggested whatever he needed help with wasn’t that urgent, so Dick continued to focus on his pasta.
“I still have a video of you doing Shakespeare at school, little wing, so you might want to reconsider that statement.” He looked up just in time to catch Jason’s cheeks go pink, though he immediately tried to cover it with a scowl. To most other people, that scowl probably looked downright dangerous, but all Dick could see was the tiny twelve year old who made the same expression the first time Dick teased him in front of the Titans.

Summary
Jason Todd was a street rat in the kingdom of Gotham. He befriended and fell for a boy who came around to help those in need. When Jason was adopted by the king himself, Jason hid his relationship with the boy from Bruce knowing he could never officially be with a commoner now and he hid his new status from Tim in fear of scaring him off.
These two are very bad at communicating some important details about themselves and are going to cause themselves a whole lot of stress until they can figure some things out.
