Summary
He's the Shining, Shocking Star. The Solar-Powered City Planner. The Jolt Junkie. The Machine Genius. The Brain Behind the Blackouts. Literally the worst thing to ever happen to Sinnoh's electrical grid.
Volkner just wants to be an artist with a screwdriver, not bound by his city or his friends' expectations. But when a major blackout gets him banned from his gym and his tinkering, he decides on a whim to leave Sunyshore altogether, and use his smarts for something more devious.
Team Rocket's a joke at first. The crazy cartoon disguises? Mech building? Elaborate all-day schemes just to steal a single Pikachu? Volkner — now Agent Marcell — thinks he can do better. So when he accidentally commits his first crime, he sends himself down a dangerous path of evil, where awesome powers and dreams of world renovation await.
Meanwhile, Sunyshore City starts to fall apart without him.
