Summary
“Eighteen years ago, an earthquake ripped through Gotham City, and in the aftermath, instead of helping, the US government sealed the city under a ‘quarantine’ and left them to die. Two years later, when signs of life and even civilisation were still detectable inside the shattered city, the government sent the military in to reclaim and rehabilitate Gotham. Gotham has not forgotten, and they have not forgiven either.”
An AU where an altered version of No Man’s Land happened while Bruce was in his late teens/early twenties, and Batman was born in the hellish crucible of a trapped city that was left for dead and then violently retaken. Gotham may pretend to run by mainlander rules for the sake of those who would have died otherwise, but under the surface, Bruce, Jim, Leslie, Ivy and Oswald and their pack keep their own council, and look with jaundiced eyes on the mainland.

When he gets back to the apartments hours later it turns out Edwin’s in the middle of a sensory overload panic attack pacing about the place clenching his hands together and generally not responding to anyone who’s trying to help. Charles has seen this before and he knows exactly what’s needed to help his friend. With the power of music Charles eases Edwin back to himself.

Even my parents can’t be bothered to say that shit! I have been waiting years for someone to notice that I"ve changed! That after everything I’ve been through, I’m still here! I’m not some idiot who peaked in high school!”
Caught in the insufferable silence, all he could do was cry.

For a toon-proof tower, many things wouldn't work for them if they tried to escape. Cartoon gags weren't worth much; almost borderline pointless against the water tower walls.
But the tools that stared back up at the Warners were tools that could bend, break and snap just about anything they could set their mind on. The tools inside the bag would come in handy.
