Summary
King Kuei reclaimed his kingdom from the hands of the Dai Li and is trying his hardest to take everything back under control.
But then, he discovers that he has a supposedly dead Prince Zuko in his custody. The Dai Li had kidnapped the eleven-year-old prince shortly after the Siege of Ba Sing Se has fallen. They attempted to ransom him back, but the newly crowned Fire Lord Ozai showed no interest. The child has been locked away within the Dai Li’s walls ever since.
Kuei is NOT okay with this.
He needs to scream. He will do that. But first he needs to get the boy out of that nightmare.--

Summary
The events at Crescent Moon Island during the Winter Solstice turn out a little differently. The water tribe siblings stand tall besides him, a stern look on their faces. They're dressed in black, no indication of their roots other than the small beads adorning their hair and the tan color of their skin.
“You're the Fire Prince, right?”.
His body clenches at the title. “Zuko”, he offers. “There's no fire prince”.
The girl’s face stiffens, but when the boy -Sokka, a memory from years ago resurfaces- speaks, his voice is softer. “Zuko”, he repeats the name, and it makes Zuko's fingers numbly tingle. He tells himself it's from the cold.
-Or, The Fire Nation loses the war before the Avatar’s return. Aang cannot restore balance without starting another one. Ergo, a blazing revolution.

But when Chief Hakoda's efforts to wrangle the Fire Prince include tying the two of them together to keep an eye on him, Zuko's position on the ship and fight for control gets tangled, as the lines between warden and parental figure weave together and the two become attached in ways they never expected at the end of his rope.

Hakoda ends up a prisoner of Zhao on his ship mid Book 1 (circa the episode Bato of the Water Tribe) and ends up with an unlikely cellmate, Zuko. Zhao is an absolute vile creep towards Zuko, which sets off all of Hakoda's parental alarm bells. Zhao has his way with Zuko and Hakoda does his best to pick up the pieces.
Its me mashing together tropes I like : Zuko getting more parental figures, Zhao being a vile cockroach of a man, Hakoda in general.
I've seen similar plots with Zhao imprisoning Zuko and Sokka, and I've seen Hakoda and Zuko trapped together, but not the combination.-
