Summary
The goverment's corrupt. Officials in the Hero HQ control all activity with an iron fist. The heroes themselves are powerless to stop crime in places that need it.
That doesn't mean Tommy and his older brother Techno can't do it, though.This is the fifth fucking time that bakery down the street has gotten robbed, and if it happens again Tommy's gonna start stabbing. It turns out he doesn't even need to, as a known villain does it for him.
"What the fuck, is that Captain???"
Techno looked over, bewildered, from where they were crouched upon a building across the street.
"Huh. Yeah."-

'No, Enderwalk,' He'd say in a sickeningly sweet tone, sarcasm clear and exaggerated in his voice, 'I was just messing with you. I felt I've been a bit too hard on you recently because of all this stress we're under, and I haven't been joking around as much, so I thought you'd find this little bombshell funny. Breaking Siren out of prison- who'd be stupid enough to do that!'

Summary
In a society that previously persecuted and killed hybrids for being who they were, Phil Watson tirelessly works to give his species the rights they deserve after decades of injustice.
In this society, while hybrids are becomming more and more accepted, full-hybrids are another story entirely.
However, it so happens that a few of these full-hybrids have just escaped a dangerous situation, and are still on the run.
They're safe for now. But who knows when their past will catch up to them.
It might be sooner then they think.

“Five more minutes? It was getting good! They were gonna kick their-” Puffy shot him a warning look as a reminder not to swear, and Tommy deflated with a pout, “-butts. Please? Five more minutes?”
“You two shouldn’t be watching that kind of violence! You’re 16, Tommy. You shouldn’t be watching this kind of stuff.”
“I’m 17!”
“Not until tomorrow!"

50% of the population is born with superpowers, that lay dormant until each person's 17th birthday. Tommy's birthday is tomorrow, and though the orphanage that he's staying in promises to celebrate it, he's never been more excited to roll the dice and see what cool powers he gets.
Needless to say, things don't go according to plan.
Not if Dream, the most vile villain the City of L'Manberg, has ever seen has anything to do with it, at least.

Aside from that, he works at a nice little bakery and is doing alright for having no friends, no relatives to depend on. Unfortunately, he lives in most possibly the worst place to live, mainly due to its crime rates. Also their heroes, their overly confident, reckless heroes who look eighteen at best. Seriously, who let them do this?
He's never meet either in person, nor does he plan to. It was all an accident, he swears. He didn't expect one of the heroes to crawl in through his apartment window one night, on the verge of death, and ask for his help.
