Logical subroutines and deductions prescribe: Increase the population with the best of the best. A dating app, to match up the best of the genetic material with the most fertile of people. Unfortunately... logic and reason does not really factor in sexuality.
The population decline must be halted, and so, Penny sets up dates with those individuals that would benefit from having a good few babies!
Unfortunately, nobody really told Penny about the whole 'human sexuality' thing, and James Ironwood did not think too much about the ramifications of allowing such a thing...
But at least the population will increase!
